- Trade off between equity and efficiency, 10 ECTS
The wider role of health care in the society covers both social and economic issues, and the performance of health provision has an impact in other social sectors as well. In the field of health economics we cover the following topics: health provision as economic goods, and the market of health care; information and asymmetric information in health care; theory and practice of health insurance systems; model building and analysis in the governance of health care; cost accounting, cost efficiency in health care; problems in measuring quality of life. Financing and governing bodies face increasing costs in health provision all over the world. Technology assessment uses the methodology of economics, statistics, social sciences, epidemiology, and medical sciences, and aims to support decisions made in health policy, capacity allocation, and service purchasing. Special attention is paid to how the results of these analyses can be used in regional decision making.
- Delivering progressive health systems, 10 ECTS
This module makes a connection between health policy and health services management which is a vital relationship when policy makers are about to implement changes in health systems. First, a complete overview is given about different models of organizing local service provision networks, and about how interest can be created to increase system-wide performance in terms of health benefits. Since the players in the health care sector are interrelated in many ways, network models can be used to describe the system, and network performance is the focal point. Benchmarking and indicator setting are considered as a key tool for policy making. Second, all the most important issues of health care management are covered. The adaptation and application of up-to-date organizational and management theories as well as modern management tools in the organizations of the health care sector becomes more and more accepted and encouraged. During the course we critically analyse the pros and cons as well as the potential benefits and obstacles of the adaptation and adoption of these methods. There are six topics will covered: analysing the environment of the public organizations, strategy formulation, organizational structure, performance management, human resources management, and information systems management.
- Strategic asset management, 10 ECTS
This module covers the question of how an institutional system in health provision and how a health care organization can be governed and managed in an efficient and effective way. Stakeholder groups are identified and various organizational governance structures are overviewed. The decision making process is analysed both at institutional and intra-organizational levels. A special emphasis is placed on how financing model building and financial forecast calculations can be used to assess future operation of systems and organizations, and, this way, to improve efficiency of resource utilization. More sophisticated managerial control is needed in both governing bodies and health providers that is why the use of information is seen from the viewpoint of middle and upper management in this module: topics of internal cost and performance accounting, accountability and responsibility units, planning and reporting, and the use of strategic measurement systems are covered.
